Albert Halwampa
Acting Director General, Zambia Development Agency
Mr Albert Halwampa is Acting Director General at the Zambia Development Agency. Albert is a Chevening Scholar with vast experience in International Trade. He has led teams in promotion and facilitation of trade in goods and services in the regional and international markets. He has participated in Bilateral and Multilateral Trade Negotiations that include WTO, SADC, COMESA, COMESA-SADC-EAC TFTA, AGOA, EU, African Continental Free Trade Area (AfCFTA), Middle East and Chinese Market.

His role at the Agency is to provide strategic direction in increasing Zambia’s non-traditional exports into the regional and international markets aimed at reducing the Country‘s overdependence on copper earnings and to promote and facilitate investment and business development. Albert also managed the Zambia Export Development Fund, providing low cost finance to exporting Small and Medium Enterprises. He spent 10 years at National Milling Corporation as Manager Sales and Exports.

He has worked as a Researcher at the Zambia Institute for Policy Analysis and Research (ZIPAR). While at ZIPAR, Albert published three papers that included; Cautionary Statement of Zambia’s Eurobond Experience, Youth Labour Demand in Zambia and Tax Evasion in Zambia.

Further Albert has facilitated major international conferences as a focal point person that included among them the Afreximbank Annual meetings in 2015, African Development Bank Annual meetings in 2016 and the World Export Development Forum in 2018.

Albert holds a Master of Laws (LLM) in Trade Law and International Commercial and Business Law from Bangor University (United Kingdom) and Bachelor of Arts Degree with Major in Economics from the University of Zambia.
