John Mulongoti
Permanent Secretary Ministry of Commerce, Trade & Industry
Mr. John Anthony Mulongoti is the Permanent Secretary at the Ministry of Commerce,
Trade and Industry in Zambia. He holds a Bachelor of Science Degree in Production
Management (B.Sc. Prod. Mgt) from the Copperbelt University in Kitwe, Zambia; a
Masters Degree in Small Business Studies (MSBS) from University of Leipzig in Leipzig,
Germany and is a Doctoral Candidate (DBA) at the Binary University of Kuala Lumpur,
Malaysia/University of Zambia.
Mr. Mulongoti is passionate about contributing to the socio-economic development of
Zambia and has previously served in other positions in the civil service including as
Director - Domestic Trade and Commerce in the Ministry of Commerce, Trade and
Industry from 2013 to 2016; Director - Industry in the Ministry of Commerce, Trade and
Industry from 2016 to 2020 and as Director of Agribusiness and Marketing at the
Ministry of Agriculture from November 2020 until his appointment as Permanent
Secretary, Ministry of Commerce, Trade and Industry in September, 2022.
Over the last five (5) years, Mr. Mulongoti has contributed to the National economic
transformation agenda through his work. His key achievements include, but are not
limited to: spearheading the development of the National Industrial Policy;
development and launch of the proudly Zambian Campaign; facilitating the Re-
Engineering of the National Quality Infrastructure; and establishment of the Zambia
Development Agency.
In his current role as Permanent Secretary, Mr. Mulongoti is leading the development of
policies, legislation and programmes that support industrialisation and job creation.
Among the key programmes being pursued, are the establishment of a value chain for
electric vehicle batteries and the clean energy sector; the development of integrated
agro-industrial parks; and the establishment of special trade zones in strategic priority
areas.
